Healthcare Emergency Management (HEM) Basic Course
Sponsored by the Georgia Department of Public Health
There is no cost to attend this course. Open to all nursing home staff.
Upon completion of the Healthcare Emergency Management (HEM) Basic course, the emergency coordinator (EC) will be able to demonstrate the ability to make critical decisions needed to reduce the potential threats to life and property using an "all hazards" approach to disaster management. This will be accomplished by making certain that the EC:
- Understands the components of the overall healthcare system
- Knows the threats to the healthcare system and the community
- Understand the emergency planning process
- Understands emergency management principles
- Can demonstrate effective leadership during an incident.
The course focuses on twenty-seven (27) tasks and skills that have been identified as essential to the role of the EC. The course utilizes didactic lecture, facilitated discussion, performance based training and practical exercise instructional techniques.

Hazard Vulnerability Analysis (HVA) Tool
A thorough Hazard Vulnerability Analysis is used to help determine what events or incidents may negatively impact a facility’s operations. While it is impossible to forecast every potential threat, it is important to identify as many potential threats as possible to adequately anticipate and prepare to manage a crisis or disaster situation. Your local Emergency Management Agency can help you identify hazards in your area. Your EMA can be found at this link. We are asking all facilities to complete this document ASAP as it will be used for immediate regional planning. Please email the completed document to Tiffany Hanshaw at
